Evidence Processing for Latent Prints & Latent Print Examination
It is important to consult the Forensic Services Evidence Submission Manual to ensure that evidence is properly documented and submitted. Please contact the department main number at 803-896-7299 or email lpcase@sled.sc.gov for questions or assistance.
Electronic Submission Program
Cases consisting of digital image impressions and/or known standards can be submitted electronically to the Latent Prints Department without having to deliver evidence to the laboratory. Refer to the electronic submission documents below for additional information.
Evidence Processing for Fingerprints
The Latent Prints Department utilizes various processing and photographic techniques for the development and enhancement of fingerprints that may be present on submitted evidence. Developed impressions are then compared to available known standards and/or searched in the AFIS database.
The department can also utilize various techniques to process postmortem skin for the presence of ridged skin to try and identify unknown deceased individuals. Agencies are encouraged to contact the department prior to submitting postmortem evidence.
Automated Fingerprint Identification System (AFIS)
AFIS consists of state and federal databases of known fingerprint standards. The Latent Prints Department can search unidentified finger and palm prints in both the state and federal databases for potential source candidates of the unknown prints. When a “hit” occurs, the case is assigned to a fingerprint examiner for examination.
Fingerprint Examination
Department fingerprint examiners utilize the ACE-V methodology to conduct side-by-side comparisons of unknown finger, palm and bare foot impressions to known standards. Examiners are trained and equipped to use traditional magnifiers as well as computer software that allows for on-screen comparisons.
Footwear/Tire Tread Analysis
The Latent Prints Department conducts examinations of footwear and tire tread impressions from a crime scene to known shoe or tire standards. Crime scene standards may exist as two dimensional (gelatin lifts/photographs) or three dimensional (casts) impressions.
