A person is guilty of trafficking in persons if he or she recruits, entices, solicits, isolates, harbors, transports, provides, or obtains, or so attempts, a victim, knowing that the victim will be subjected to, or for the purposes of, sex trafficking, forced labor or services, involuntary servitude or debt bondage through any means or who benefits, financially or by receiving anything of value, from participation in a venture which has engaged in an act above.

In 2012, the South Carolina Legislature developed and enacted Trafficking in Persons statutes within the SC Code of Laws encompassing crimes largely known as “Human Trafficking.” The Legislature mandated the SC Attorney General ‘establish an interagency task force to develop and implement a State Plan for the Prevention of Trafficking in Persons.’ Among the partners listed to contribute to this plan is the South Carolina Law Enforcement Division.

The mission of the human trafficking unit is to provide assistance with and to work collaboratively on investigations related to human trafficking with multidisciplinary team partners across South Carolina.  To provide training to law enforcement partners across the state regarding human trafficking and other special victim crimes and to provide technical expertise for operations conducted to combat human trafficking.

Agents trained to investigate human trafficking related crimes are assigned to Vice Special Operations and Investigations. These Agents investigate human trafficking complaints/referrals from the SC Department of Juvenile Justice, SC Department of Social Services, SC Attorney General’s Office, the National Human Trafficking Hotline and others.
