SLED charges three people involved in kidnapping investigation, search continues for fourth person wanted on kidnapping charges

The South Carolina Law Enforcement Division (SLED) charged Tony Randell Carter, Jr, 35, Thomas Solomon, 36, with Assault & Battery - Third Degree, Conspiracy to Commit Kidnapping, and Kidnapping on Tuesday, February 18, 2025. SLED also charged Brandi Dowling, 33, with the same offenses on Wednesday, February 19, 2025. The SLED investigation was requested by the Timmonsville Police Department.
Details can be found in the attached warrants.
Carter, Solomon and Dowling were booked into the Florence County Detention Center.
SLED is working to locate Donald Campbell, 61, who is wanted for Kidnapping, Conspiracy to Commit Kidnapping, Assault & Battery - First Degree, and Contributing to the Delinquency of a Minor. Anyone with information regarding Campbell should contact SLED at tips@sled.sc.gov or (866) 472-8477.
The investigation is active and ongoing.
The case will be prosecuted by the 12th Circuit Solicitor’s Office.
