SLED arrests fourth person in connection with recent kidnapping investigation

The South Carolina Law Enforcement Division (SLED) charged Donald Campbell, 61, with Kidnapping, Conspiracy to Commit Kidnapping, Assault & Battery - First Degree, and Contributing to the Delinquency of a Minor on February 26, 2025. The SLED investigation was requested by the Timmonsville Police Department.
On February 24, SLED charged Tony Randell Carter, Jr, 35, Thomas A. Solomon, 36, with Assault & Battery - Third Degree, Conspiracy to Commit Kidnapping, and Kidnapping on Tuesday, February 18, 2025. SLED also charged Brandi Campbell Dowling, 33, with the same offenses on Wednesday, February 19, 2025.

Campbell was booked into the Florence County Detention Center.
The case will be prosecuted by the 12th Circuit Solicitor’s Office.
