SLED Charges Former Town of Kingstree Public Works Employee with Embezzlement and Criminal Conspiracy, Charges Three Others with Criminal Conspiracy

The South Carolina Law Enforcement Division (SLED) charged Lakilyis Jawara Ceasar, 24, with Embezzlement of Public Funds – Value $10,000 or More and Criminal Conspiracy on Monday, August 24, 2026.
SLED also charged Shamir Cheatique Bradley, 24, Davonte Antwan Green, 23, and Tyhiem Da’Shawn Malik Hopkins, 24, with Criminal Conspiracy on Friday, August 21, 2026.
The Town of Kingstree requested the SLED investigation.
Details can be found in the attached warrants.
All four were booked into the Williamsburg County Detention Center.
The case will be prosecuted by the 3rd Circuit Solicitor’s Office.
