SLED Charges Former Custody Officer with Abuse of a Vulnerable Adult

The South Carolina Law Enforcement Division (SLED) charged Thomas Smalls, 27, with Abuse of a Vulnerable Adult on Tuesday, October 13, 2026. Recovery Solutions requested the SLED investigation. Recovery Solutions is contracted for operation by the South Carolina Department of Behavioral Health and Developmental Disabilities – Office of Mental Health.
Details can be found in the attached warrant.
Smalls was booked into the Alvin S. Glenn Detention Center in Richland County.
The case will be prosecuted by the 5th Circuit Solicitor’s Office.
